The Federal State Human Resources Authority (AFDH) has issued a circular to all federal departments and entities regarding flexible remote work for federal state employees on Friday.
This measure is being taken to ensure the continuity of service delivery and the proper functioning of the federal government during the implementation of the remote work system.
The circular is based on the new weekly work system in the federal government sector, which started at the beginning of this year, in the light of directives issued by the competent authorities and on the basis of Cabinet Resolution No. 27 of 2020 regarding remote work. federal government system as amended.
In its Circular No. (2) of 2022, the authority specified a set of controls that federal departments and entities must adhere to, allowing some employees to work remotely on Fridays.
These include specific requirements and checks that the position and incumbent must meet when working remotely within the federal government.
In the circular, the authority indicated the need to have enough employees at the headquarters of the federal entity to ensure the continuity of service delivery to customers.
Therefore, the number of employees who work from the office should not be less than 70% of the total number of employees of the federal entity.
Priority should be given to employees whose workplaces are far from the place of residence to work remotely.
Any other humanitarian conditions that employees may face in this aspect should be considered.
The HR services of the ministries and federal entities are responsible for supervising the rotation between the employees of the organizational units of the entity who meet the conditions for remote work.
The federal entity must select suitable jobs for remote work, in coordination with the Federal Government Human Resources Authority, provided that it obtains the employee’s acceptance from their line manager regarding remote work on Friday, in coordination with the departmental director of the HR department of the workplace.
The authority has confirmed that it has redesigned the federal government’s human resource management information system “Bayanati”, in accordance with the provisions of this circular for all system operators, in order to automate and facilitate the process for employees applying for remote work. Fridays.
